Key Takeaways from dissemination meeting about the 5C Framework

On June 23, 2026, the STRATEGIC project hosted a workshop at Universidade Eduardo Mondlane (UEM) with nearly 13 key stakeholders from the Ministry of Health, ethics committees, and academic leaders to introduce a decolonial approach to reviewing Digital Health Technologies (DHTs). Presented by Celso Give, the groundbreaking 5C Framework (Context, Care, Collaboration, Compliance, and Continuity) shifts power and data control back to African communities by ensuring interventions respect local infrastructure, participant dignity, data sovereignty, and long-term sustainability.

A central focus of the debate was how to realistically embed these 5C pillars within the resource- constrained realities of African ethics committees. Participants concluded that the framework must be utilized as an essential guidance tool specifically tailored to handle DHT-related ethical challenges. Moving forward, attendees highlighted an urgent need to widely disseminate the 5C framework across different institutions and entities. To achieve lasting impact, stakeholders recommended integrating the framework into standard operating procedures, involving tech experts in ethical review panels, and transitioning toward a continuous, lifecycle-based review process.
